[PATCH v3 4/9] PCI/VGA: Improve the default VGA device selection

Fixes: f6b1772b2555 ('vgaarb: remove the unused irq_set_state argument 
to vga_client_register')


Because after applied that patch, there have only one callback mechanism 
we can use, not two anymore.
