[PATCH 8/8] drm/panthor: Add SYNC_UPDATE ioctl

Similar to how the kernel driver notifies userspace about syncobj
modifications, the reverse notification is also necessary to let panthor
re-evaluate any queues (GPU or XGS) that were blocked on wait
operations.
