While investigating <a class="bz_bug_link 
          bz_status_NEW "

   href="show_bug.cgi?id=101528">bug #101528</a>, I've noticed another issue: FAN speed is too
high when display are off.

Display is off:
$ cat /sys/class/hwmon/hwmon6/fan1_input
1914

Display is on:
$ cat /sys/class/hwmon/hwmon6/fan1_input
941

In both cases sclk, mclk and pcie are in the same lowest state.
