I would defer this to other extensions that depend on this one.  I can imagine 
people wanting different semantics not just in relation to the power 
management API being exposed (DPMS or whatever) but also relating to what 
events can trigger EGL_CONTEXT_LOST.  Also I'm not sure whether power 
management commands are properly operations on the Display or on a screen 
surface.
