Official builds of freedesktop 1.2 and gnome 3.18 runtimes

Also, if installing the runtime seems to hang and do nothing you're
probably using ostree v2015.8 which regressed for this, and need to
move to ostree v2015.9 which has this fixed. We're working on making an
update for Fedora 23 to address this.
