It works here, but you need to have both the Geary pref enabled and the 
Alert Volume both un-muted and the volume up enough under the Sound 
Effects tab of the Sound control panel.

Under those conditions, it works for me - you should hear an alert beep 
only after the message has been successfully sent - not when you hit 
Send.
