the error was

Error spawning PHP: Command failed: /run/host/usr/bin/php --version
/run/host/usr/bin/php: error while loading shared libraries:
libargon2.so.0: cannot open shared object file: No such file or directory

sh-4.3$ /run/host/usr/bin/php --version
/run/host/usr/bin/php: error while loading shared libraries:
libargon2.so.0: cannot open shared object file: No such file or directory
