Dear list,

after some work the flatpak packaging of opencpn is live at github.

Now, one of the last things I did after the packaging review was to drop
some dependency headers from package. It is 7MB and is of no use for end
users so it was a no-brainer once I realized the mess.

However, besides end users there are also some plugin developers. And
they actually need the headers, since they build against the flatpak
package.

In traditional packaging it's simple: one creates a -devel package or so
containing the headers. But how should this be handled in a flatpak context?
