A handful of files in the repository have no license header. It would be
helpful to clarify by including a header.

Some projects (e.g. chrome) use scripts to check for these headers. Here's the
files that currently fail our checker:

'third_party/fontconfig/src/src/fcobjshash.gperf.h' has non-whitelisted license
'UNKNOWN'
'third_party/fontconfig/src/src/fcobjs.h' has non-whitelisted license 'UNKNOWN'
