I also want to note that decoding color fonts is bringing down fontconfig to
its knees!

Somehow older versions of fontconfig (2.11.0; with a FreeType that *does*
understand color fonts) also like to rescan my color fonts in each run, don't
know why. :(  This means that any fontconfig-using app is currently taking five
seconds to start for me..
