[Fontconfig] "fullname": unexpected (to me) behavior...

Hi,
I'm not completely sure about what the fragment below
is supposed to do, is this a valid code?

<match target="pattern" >
<test name="fullname" mode="eq" qual="any">
<string>arial-6:bold</string>
</test>
<edit mode="assign" name="fullname">
<string>arial-9:bold</string>
</edit>
</match>

Now, I thought, if I put this in my .fonts.conf file,
it would trap all arial bold, size 6 fonts and change
their size to 9. But apparently it doesn't work. 
What am I missing?
