Take a look at:
 
 /usr/share/sgml/docbook/utils-<version>/backends/txt

If it's similar to 0.6.14, it's running down a list of text mode
browsers trying to find one. So, install one. I thought 
either lynx or links would have been part of the default RH9
install, but it's been a while.
