I don't agree.  If all dir tags are in local.conf, then fontconfig will
fail to work out of the box, since local.conf won't be installed or
upgraded by fontconfig.

This ought to work in local.conf, I think, but currently doesn't.  I'm
going to try to make it work this morning.
