[Fontconfig] Bad Font Sizes in Gecko

Anyone care to speculate why Gecko doesn't error the same in each of the
distros mentioned in this bug?
https://bugzilla.mozilla.org/show_bug.cgi?id=342207 Is it all Gecko's
fault for poor px/twip rounding, or is fontconfig also to blame?
