[Fontconfig] Splitting fonts.conf apart

Now that we have a directory full of separate config files, I suggest we
look at splitting our existing configuration into small pieces to let
people make finer grain adjustments to the configuration. If we want to
do that, I suggest we need to formalize our numeric sorting for config
files so people can tell what names they should use.

Good idea?
