[Fontconfig] Cache question?

Hello all,
i haven't found an answer to my following questions:

Question 1: Are the "/fontsdir/fonts.cache" and
"/var/cache/fontconfig/*" cache files the same?
Question 2: During our application start the "/var/cache/fontconfig"
files are created. It needs for this process 18 seconds. 
		Is it possible to speedup this process? (the second time
i start the app it needs just 2sec.)
Question 3: Are this cache files static? If yes: Can i copy this files
during startup under /var/cache/fontconfig/*?
