[Fontconfig] Packaging fontconfig for redistribution

Wouldn't your situation be more correct with "--prefix=/usr" and with 
install command like so:

	make install DESTDIR=$BUILD_DEST

You can also experiment with --sysconfdir=/etc or however you need it.
