The fontconfig-2.6.0 source that I have definitely includes an executable 
configure script. I *think* I got it from:
http://fontconfig.org/release/fontconfig-2.6.0.tar.gz
Give it a try.

I've got a vague recollection of having also found a fontconfig-2.6.0 source 
distro that did *not* include a configure script - perhaps that came from 
the git repository (not sure).
