What's the thing with "preferred"?

What you want is something like:

<match target="pattern">
          <test name="family">
                  <string>sans-serif</string>
          </test>
          <edit name="family" mode="prepend_first" binding="strong">
                  <string>Verdana</string>
          </edit>
</match>

Does that not work?
