[Fontconfig] libeasyfc

Hi,

This is just an advertisement to introduce a library to generate the
fontconfig configuration file for the alias mapping per languages.

There are no support for output in fontconfig. most desktops and
applications has own font configuration preferences though, it's hard
to reuse/share with others, because it hasn't been done on fontconfig
layer but storing on own database. and there should be something can
be shared each other. this library provides a feature to set it up
with the simple way and can be shared as long as they use fontconfig.
