[Fontconfig] [PATCH 1/2] Correct non-latin font names for sans and serif

HI,

Please find the attached patch to correct the font names used in
conf.d/conf.d/65-nonlatin.conf with correct ones.
Fixes:
a. Use Rachana as the serif font name for Malayalam since the existing
Meera is Sans family
b. Remove TSCu_Paranar since it is a legacy encoded font and non-unicode font.
c. Remove non exising, abandoned font malayalam and Sampige.
