[Fontconfig] fontconfig + pangocairo error

Hull users,
I am  configuring  pango cairo with fontconfig using the command
root at gatewya:/usr/local/src/pango-1.29.4#  ./configure
--prefix=$INSTALL_DIR CFLAGS="-O3 -fPIC" --with-x
Error:

When i use

..
Then
