There is Apple’s LastResort font:
http://www.unicode.org/policies/lastresortfont_eula.html

and SIL’s BMP Fallback font:
http://scripts.sil.org/UnicodeBMPFallbackFont

Not sure if any sets the 14th bit (the flags output by TTX are
confusing, do I read them from right or from left?)
