[Fontconfig] Can we use base 16, and not 85, for ASCII charset representations?

True. I just wonder if the user-defined code point range is "charset"
but anyway. that was why I initially proposed to the language code to
modify the charset in target="scan".
Well, trivial thing at this moment anyway.
