[Fontconfig] Request for fontconfig-devel files

all of the source code in a release, including the devel files to
build applications using fontconfig are available at
http://www.freedesktop.org/software/fontconfig/release/. there are
nothing more than that. if you are asking for one on the certain
platform to build, ask someone who shipped it.
