[Fontconfig] 404 error when opening https://fontconfig.org/release

Dear folks,

I was trying to build fontconfig, but when opening
https://fontconfig.org/release , the server returns 404 error.

Besides, wget reports ssl certificate error for me, either on Windows
or on Ubuntu Linux:

$ wget http://fontconfig.org
