[Fontconfig] [PATCH 1/1] fc-lang: gracefully handle the case where the last language initial is < 'z'

Sorry, this one is not quite ready actually, because FcLangSetHasLang()
and FcLangSetContainsLang() use a negative return value from
FcLangSetIndex() in a way that won't work well when it is -INT_MAX. So,
please ignore this patch for now, or amend the affected places.
