[Fontconfig] Development snapshot release 2.12.93

Hi,

I've created another snapshot that contains a lot of bug fixes.
hopefully we will make it as a stable release soon.
Please open a bug on our bugzilla[1] if you find any issues.

New snapshot can be downloaded from:
