[Fontconfig] Issue Compiling fontconfig

Hi again,

I wanted to give an update.  I decided to use the other approach (using the
PKG_CONFIG_PATH environment variable).  I was able to compile fontconfig
using that environment variable.  So it seems that there is an issue with
using the other approach that gets recommended.
