[Fontconfig] Can't enable any bitmap fonts except Fixed, Unifont and WQY

Please make sure if those fonts can be scanned properly. try fc-scan
and/or fc-query to check scanning.
if that works, you may have some config which contains <rejectfont> to
prevent those fonts. otherwise reporting 0 fonts for the dir where has
fonts is unlikely.
