[Fontconfig] some bitmap fonts are discovered by fc-cache, some are not

A solution was found although the cause is not clear.

The solution is to install package xfonts-100dpi

Which gives a lot files whose name does not have -ISO8859- in it.

Then fc-list would happly report a lot of new found fonts.
