[Fontconfig] [PATCH] Do not remove UUID file when a scanned directory is empty

I implemented this today; you stick the mapping right into the font
configuration by associating a 'map' attribute with each '<dir>'
element:

        <dir map="/usr/share/fonts">/run/host/fonts</dir>

This is all pushed to my fontconfig tree on freedesktop.org:
