[Fontconfig] Development snapshot release 2.13.91

Hi,

I've made a devel release of 2.13.91 which will be eventually 2.14. this
snapshot contains:

* Rework flatpak support
* Add system-ui generic family
* Unicode 12.1 support
* Bug fixes
