[Fontconfig] Font selection for "okular" application

That simply means the query of "TimesNewRoman" isn't the same as what
okular does.
There must be a good reason for the results.  You may want to capture
the debugging logs against real usage. try FC_DEBUG=2 okular to get
more details.
