2.16.0 released

Hi,

2.16.0 has been released with many improvements and bug fixes. and
This is the first time release that officially supports meson build
system. autotools support will be deprecated unless there are any
issues. Thank all of you who got involved with meson support!

Also new API FcConfigSetFontSetFilter() is coming in this release
which is to add a predicate function and filter out fonts at the
initialization phase of FcConfig. It would be useful for someone who
has their own filtering function for FcFontSet from
FcConfigGetFonts().
