Identification will be used in fprintd itself if "-1" is passed as the
finger to verify. But this doesn't allow identifying between users.

Somebody will need to implement identification support for multiple
users in fprintd. It's been in the TODO list for a while, but the lack
of interest for desktop use cases means that it never got implemented.

I'd be happy guiding anyone that fancies working on this.
