[fdo] config files for keyboard layouts

Hi,
  I've noticed that there are now lots of different files that
determine keyboard layout:

    1) xorg.conf
    2) Gnome's gconf files
      2a) A user local one
       b) System global one (used for new users?)
    3) KDEs config files
       a) User local one
       b) Is there a system global one somewhere?
  (0)  A config file for your text mode console

So consider someone trying to roll out an image out to lots of
people, some of which might use gnome , some who might use KDE,
some who might use another window manager; there are lots
of files to change - and more importantly when you find your
machine defiantly using the wrong config file you now have
to remember lots of different config files to look in
(not to mention formats and different tools to edit them).

Is there any work to try and put this type of config in a
single standardised file?
