That highly depends on what your question is :-) It usually makes much
more sense to talk to the people running the XDG project you are
interested in directly. Most of the larger projects also have their
own IRC channels.
It might make sense for you to ask on a GNOME users/developers mailinglist.
Apart from that, for stuff which affects the Freedesktop project in
general, there is a #freedesktop IRC channel.
