[fdo] GitLab upgrade: Sun 28th Oct, 10am GMT

Hi all,
We will be upgrading to GitLab 11.4 during the European morning this
coming Sunday. There are a number of useful new features there,
including a better commit-by-commit MR review workflow, support for
'include' statements in GitLab CI pipeline definitions, and more:

I don't expect this to be a high-impact upgrade: the total downtime
should be between 5-10 minutes.
