[fdo] GitLab downtime: Sun 1st March, 10am UTC

Hi,
Outside of our usual maintenance and upgrade cycle, we now need to
make some more major upgrades to our GitLab infrastructure.

GitLab will be down for approximately one hour, between 10am-11am UTC
on Sun 1st March, whilst we transition to a new major version of
PostgreSQL as well as a completely new nginx + Let's Encrypt setup.

Updates will be provided here as well as Freenode's #freedesktop.
