[fdo] Missing Desktop Notifications spec

I noticed that the "Specifications" page 
(https://www.freedesktop.org/wiki/Specifications/ ) doesn't include a 
link to the "Desktop notifications" specification 
(https://specifications.freedesktop.org/notification-spec/notification-spec-latest.html 
). Is it a bug, or there is a reason for that?
