[fdo] Cellular signal quality threshold setup on MBIM modems

Folks,
On MBIM modems, regarding the signal threshold setup I had a few questions:
1. Have the indications been tested? The MR which brought the thresholding
changes in, has comments about CLI commands and responses, but I did not
see much more.
2. Is it possible that the RSSI thresholding is not applicable to RSRP
reporting and hence the modem is not triggering any indications?
3. Is anyone aware of any issues on MBIM modems w.r.t to thresholding?
4. This might be a tangential question: are the 3G notifications being
deprioritized (RSCP/ECNO)? They are not part of the V2 Signal-State
response and notification messages.
I will be happy to share logs and CLI command outputs, if needed.
