I see the same behaviour. I think it is normal (gnome-shell /
gnome-settings-daemon seems to recognize lvds as the built in laptop
display and hdmi as the "external" display). I haven't really had a
chance to investigate who is making that decision, but
xf86-video-freedreno doesn't seem to be told to turn on hdmi.
You can turn on both from display control panel or xrandr command
line, so once xf86-video-freedreno is told to turn on both, they both
work together.
