[Freedreno] OpenCL - Adreno GPU(a4xx)

Android with the blob driver on ifc6540 might support opencl.

Or maybe it is possible to use opencl on the cpu with llvmpipe.  (If
not, I think I remember seeing a cpu implementation of opencl at one
point.)

I'm not sure what other SBC's are available that support opencl.. most
of them seem to have some variant of mali 400 which does not support
compute.
