[Freedreno] media entities are getting powered 3 times.

Hi all,

I am working on apq8096 snapdragon based SOM. I am connecting ov5640 sensor
and launching camera preview with gstreamer.

I am facing the below issue.

s_power  v4l2 callback is coming three times (Three times 'on' and two
times 'off') due to which all media entities in the pipeline (sensor,
csiphy,csid, vfe) are getting powered three times. Usually, It has to
happen only once.

Can someone please suggest me the possible cause?
