[FriBidi] Cross compilation support

Hi all,

I did some basic cross compilation support for fribidi. I would appreciate
if you can review my changes in the branch build-cc .

At least cross compiling for Windows 64 works with this branch:

git clean -xfd
./bootstrap
./configure --host=x86_64-w64-mingw32 --prefix=/tmp/m64
make install

I would appreciate if some one can look over the changes before I merge it
into master.

After this, I think we are ready for release.
