[Ftp-release] ANNOUNCE: telepathy-spec 0.17.28

Here's telepathy-spec 0.17.28, the "build your own desk" release.

telepathy-spec is the document defining the Telepathy real-time communication
framework's D-Bus API, from which all our other projects are derived.

The current development version of telepathy-spec is available as HTML:

New stable API:

* The ContactCapabilities interface is now considered to be stable, with the
  same semantics as in draft 2

* The InitialAudio and InitialVideo properties have been added to the
  StreamedMedia channel type, with the same semantics as the draft versions

* The ImmutableStreams property has been added to the StreamedMedia channel
  type, with minor changes to its semantics so it is better-defined (wjt)

* fd.o #23409: CallStates has an In_Progress state, similar to SIP 183
  Session Progress (mikhailz/smcv)

Additions to stable API:

* CreateChannel and EnsureChannel may raise PermissionDenied, for instance if
  a server refuses to perform a contact search (cassidy)
