Regressions fix release for the last bugfix release!

- Fix regressions in codec negotiation that were found by Sjoerd Simons
- Will work with rtpdtmfmux from future gst-plugins-bad releases
- Add locking to FsPlugin
- Updated common/, so now using automake 1.11 silences rules instead of shave
