This release includes all the fixes from 0.12.3.

• fd.o #31291: add pkg-config and C header information to GIR for the
  benefit of future Vala versions (Evan Nemerson)

• In the echo2 example CM, advertise Messages' immutable properties (cassidy)

• In TpBaseChannel, don't unref handles we didn't ref (jonny)
