[Ftp-release] Announce: telepathy-glib 0.12.2

The "fs2 literally speaks like Desmond from Lost nowadays" release.

For users of the development branch, these bugfixes will be available soon
in 0.13.3.

Fixes:

• fd.o #30730, #30791: order tests' and examples' CFLAGS and LIBS
  consistently, fixing builds in some situations (an older telepathy-glib
  built with -rpath already installed, possibly) (smcv)

• fd.o #30949: fix a typo that made DeliveryReportingSupport always come out
  as 0, and test a nonzero value (smcv)

• Don't leak an array of features in TpBaseClient (cassidy)
